Shoosmith, Jr. for removing gravel from his property on Hey Road in Manchester District, has expired. It is our intention to make application for an extension of this Use Permit in time, for it to be heard by your Board at its regular meeting in January, 1959. Mr. Shoosmith and I met with Mr. Raymond Britton on the property yesterday afternoon and Mr. Britton pointed out several things which he feels must be done. As a result of that conversation I hereby request that Mr. Shoosmith be granted permission by the Board to use his equipment on the property between this date and the date of your January meeting for the sole purpose of grading and improving the looks of this property at its northern boundary. Mr. Shoosmith would like to do this work in order that the people in the neighborhood may be able to see the condition in which the entire property will be left when he completes the job of moving the surplu~ gravel. Burnett, Executive Secretary Chesterfield County Board of Supervisors Chesterfield, Virginia Subject: Boiler Plant Cheste:dield Court House, Virginia Dear Mr. Burnett: Several days ago, Mr. Neal, an Engineer with Ow:ans Corning Fiberglas Corporation, and Mr. Manson of the Manson-Smith Company, Inc. made a study of the noise levels in the Boiler Plant and in the offices overhead. Recommendations were made to cut down the transmission of these noises at that time, which involved both wall and ceiling treatment. We were able to further reduct noises at their sourtre, and had Mr. Manson take later readings, which were slightly better than those taken previously. Mr. Manson is now of the opinion that the ceiling treatment will suffice, and will certainly have the noise level below what it was with the old boiler. It is interesting that noise levels in decibels for all frequencies were exactly the same from any point in the upstairs offices over the Boiler Plant, both in Judge Old's Office and in the Jury Room, which. indicated that the floor construction is a very poor sound barrier. We enclose two copies of Mr. Manson's recommendations, which we recommend be accepted. Mr. Manson is one of the authorities in the area on accoustical applications, and is regularly called upon to make studies and recommendations of noise problems. We hav,e checked his figures and find them to be reasonable. The average of the readings were as follows: Boiler Room Fan only................... 70 decibels Fan and 1 Boiler........... 73 " Fan and 2 Boilers.......... 77 " Judge Old's Office Fan only................... 60 decibels Fan aml 2 Boilers.......... 65 " Due to the construction of the existing building, the Boiler Room noises are being transmitted through the masonry walls and the floor construction. The floor of the Boiler Room consists of one layer of linoleum, sub floor, wood joist and wire lat~ and plaster on the bottom of. the joist. The o~ly actual sound isolating material you have in this construction, is the plastered ceiling. Install 1" thick Ultra Lite Fiberglas .Blanket over plastered ceiling, then strip using 1"x3" wood furring strips 16" o. c., then install one layer of 1/2" sheet rock, then one layer of l/2" Celotex, then one layer of 1/2" sheetrock, then one layer of l~" thick Fiberglas #PF 617 Insulation Board 24"x48"xl!"- thick. Hague, Supervisor Dale District Chesterfield Court House Virginia Dear Mr. Hague: The men in our department have been discussing for some time the problems we have had with our tank truck. Our two primary problems are the slow- ness of the truck in answering calls, and the unsafe balance of the truck. As you know, the truck was purchased by our department and the county equipped it about four years ago. Prior to our acquiring the truck, it was used for fuel oil delivery. It is now about seventeen years old and the maintenance is naturally increasing. On several occasions when we were called to assist some distance away, the trucks at the fire were out of water before our tank arrived. \\hen the truck was converted from fuel oil to water, the tank had to be raised to allow for the pump. This extra height makes it top-heavy and somewhat difficult to handle safely. This truck has served oUr needs well in the past but with the continuing influx of families into oUr district, we feel that it will not properly serve them. We would appreciate greatly having a new chassis on which to mount Our present tank. The department feels that the amount previously spent for converting the tank truck plus the cost of a new chassis would be less than the cost of a new piece of fire fighting equipment, but would serve us equally as well. The greatest maintenance cost has been the replacement of tires on this truck. There is other county equipment that uses this size tire which will eliminate the possibility of any loss.
