By resolution of your Board dated Jtule 10, 1958, you asked
for the installation of a traffic signal at the intersection of Route 1 and
Route 10 in Chesterfield COtulty.

Chesterfield, Virginia.
In line with your request, a twelve-hour directional traffic
and pedestrian COtult was taken from 7 A.M. to 7 P.M. on TueSday, September 30, 1958,
and this count was compared with a similar COtult taken on September 3, 1957. It
was found that total traffic has decreased 47 per cent, that traffic on Route 1
has decreased 55 per cent, and that traffic on Route 10 has decreased 11 per cent.

As a result of these studies our Traffic and Planning Engineers
(1) 1045 vehicles on Route 10 from the east were delayed for an
average of 12.3 seconds each.
(2) 476 vehicles on Route 10 from the west were del~ed for an
average of 13.4 seconds each.
(3) 208 vehicles turning left off of Route 1 from the north to
Route 10 east were delayed for an average of 11.4 seconds each.
(4) 113 vehicles turning left off of Route 1 from the south to
Route 10 west were delayed for an average of 9.5 seconds each.
At present there is no delay on through traffic on Route 1, and
there would be considerable delay if a signal were installed, and the delay to
Route 10 traffic would be considerably increased with a signal in place.

The accident record is good. Our records show a total of 74
accidents at this intersection in seven years and four months, 20 of these
being injury accidents and 54 being of minor nature.
We certainly expect to continue our study of .this intersection
and if Route 10.traffic increases to the point where delay leads to a hazardous
condition, we would certainly install a traffic signal.

It is the intention of these specifications to describe a completely
enclosed packer type refuse collection body of at least 16 cubic
yards. Body to be manufacturer's latest model, complete-rn-every way
mounted .on chassis furnished by the ~ of Chesterfield, Virginia

The material and workmanship on the body furnished are to be covered
by a written guarantee for a period of ninety (gO) days after
acceptance of the units.
SPECIFICATIONS FOR PAK-MOR REFUSE COLLECTION PACKER BODY
BODY:
To be closed complete cylindrical type at least 6'9" in diameter,
1[,' 5" long, 16 cubic yards capacity.
A. Floor of Body - To be designed to assure maximum liquid
capaclty.
B. Rear Unloading Doors: - To be full opening doors, con-
structed to w~thstand at least 50,000 pounds packing
pressure. Doors to be equipped with water tight rubber.

C. Side Loading Doors: To be made in two (2) sections -
bottom sectrc)n to slide downward and top doors to slide
toward rear of body to allow not less that 36" wide
opening extending to top of body. Loading height
approximately 42" on both sides of body. .
D. Running Boards: - Full length running boards and rear mud
guards shall be provided.
PACKER:
packing to be accomplished by means of packing blade to enable refuse to
be pushed to top of the cylindrical body as well as sides ahd bottom of
body.
A. Packer blade to be constructed to exert at least a 50,000
pound pressure on total contents within body.
B. Packer blade to be moved by means of a power train as follows:
1. !wavy duty split shaft power divider mounted in
drive shaft of truck when a 5-speed transmission
is used. Heavy duty one forward and one reverse
speed P.T.O. when 4-speed transmission is used.
2. Heavy duty drive lines and universal joints.
3. Power to be transmitted through a Warner
Electric Clutch at least a 50,000 pound heavy
duty gear box.
C. Unloading of Body - Body and packer blade to be designed so
that when body is to be unloaded the packer blade will move
to the rear of body with sufficient pressure to push the
contents of the body out of the rear of the body when rear
doors are in an open position. .

We are pleased to submit the attached quotation on one (1)
16 cubic yard Heil Colectomatic Refuse Body, together with
our literature on same, and in compliance with your speci-
fications attached.
The quotation of $4500.00 includes painting your color, but
does not include counter-weigh~g of the chassis. If this
is required there is a charge of $150.00. A good rule of
thumb to follow is if the bare chassis has a weight of ap-
proximately 4200# on the front axle, counter-weighting is
not usually required.
The above quotation includes factory mounting at Hillside,
N. J. and delivery to Chesterfield, Virginia.
It is suggested that the chassis be delivered at Hillside,
N. J. which might save dealer some freight. If chassis is
delivered to Richmond we will either take it to Hillside and
bring it back or we will mount the body at Richmond. This is
optional.

Manufacturer's Warranty
The manufacturer warrants new products of its own manufacture to be
free from defects in material and workmanship and that it will, at its
option, repair or furnish without charge a similar genuine part to re-
place any part of a product of its manufacture which, within six (6)
months after the date of sale by the distributor proves to have been de-
fective at the time of sale provided that all parts claimed defective shall
be returned, properly identified, to the manufacturer's factory, charges
prepaid.
The manufacturer's warranty or obligation in connection with the sale of
this equipment:
1. Shall be expressly limited to the repair or replacement
of defective parts, as stated above, all other damage and claims, stat-
utory or otherwise, being hereby expressly waived by the purchaser and
does not cover any labor costs incurred outside the manufacturer' s factory.
2. Shall not apply to any failure or damage incurred through
neglect, misuse, accident, improper installation, redesigning of assemblies
or through any other cause beyond the control of the manufacturer.
3. Shall not apply if equipment has been loaded beyond the fac-
tory recommended maximum load capacity.
4. Does not cover products of other manufacturers. beyond such
warranty as is made by said manufacturer.
No claim under this warranty shall be valid unless such claim is submitted
within six (6) months after date of sale or within thirty (30) days after
the discovery of the defect which is the basis for such claim whichever
event shall first occur.

MODEL LP-516 GAR WOOD LOAD-PACKER TYPE REFUSE UNIT BODY
The body totally enclosed with a capacity of 16 Cubic Yards. Body of
10-gauge welded construction steel sheets, top, sides and floor. Body
hopper bottom 7-gauge. Reinforced with Steel Shapes. 2" Taper from
front to rear. The floor pitched down towards the front and attached
to the sides and front end to prevent leakage of liquids. The body
hinged to the chassis at the rear, and with a 45 degree dumping angle.
The tailgate hinged to the top of body at rear and provided with means
whereby the tailgate and load-packing unit may be elevated to permit
dumping.
One hinged Loading Door on right and left hand side
bulky materials at curb. Step with hand and safety
of body at rear for loaders to ride between loading
raised pattern steel plates.
Two Signal Switches located at rear of the body and connected to buzzer

Steps of
Loading Apparatus
Loading Hopper, load-packing device and a rotating sweeper panel built
into the tailgate. Load-Packing device 3/16" Hi-Tensile Steel reinforced
with ribs and designed so it will be held in position by hydraulic linkage.
Loading Hopper 75" wide, so two men can load at same time, l~ yards
capacity. Material loaded into hopper cleared by a rotating sweeper
panel. Sweeper panel designed so material can be transfened into body
by a load-packing device. The load-packing device designed to prevent materia
from returning to the hopper. Four (4) seconds time consumed by action
of the sweeper panel in removing hopper contents, so the loaders can begin
reloading hopper. Total packing cycle time of ten (10) seconds consumed
by sweeper panel cleanng hopper, load-packing device packing material
into body and return of all mechanisms for next loading cycle. Loading
height of hopper 4" below top of chassis frame.
Operating Mechanisms
The load-packing device (Packing Rams) actuated by a pair of double-
acting hydraulic cylinders. The underbody hoist for raising and lowering
the body double acting "Arm" type, 8" Hydraulic Hoist. The elevating of
the tailgate with a pair of hydraulic cylinders. All cylinders made of
seamless steel tubing, bored and honed to a fine finish. Equipped with
Solenoid Remote Control to automatically regulate speed of loading
operation.
Pump
All operating mechanisms actuated by a spur gear two-volume Pump, heavy
duty ba 11 bear ing type, capable of deliver ing 23 ga llons per minute on
one element and 27 gallons on other element at 1050 pounds pressure and
1,000 RPM. Power to pump transmitted by a heavy duty ball bearing type
power take-off through a heavy duty 1-1/4" drive line,

Air Knolls. These streets are not phj,sically open
and all of the property adjacent to the streets is
owned by either Elsie Hyde Overbey or the Trustees
of St. Michael's Protestant Episcopal Church, Bon
Air, Virginia.
There is also enclosed the original and copy of a pro-
posed resolution sent for passage by the Board of Sup-
ervisors which I will thank you to present to the Sup-
ervisors at their next meeting which I understand will
be on Tuesday, December 9. If the resolution is acted
upon I would appreciate your having Mr. Burnett certify
the original and return it to me. I will then attach
it to the original of the instrument of Vacation and
attend to its recordation.

COUNTY, VIRGINIA, party of the second part;
WIT N E SSE T H :
That the said parties of the first part, their heirs,
executors, administrators and assigns, in consideration of the
sum of Ten Dollars ($10.00) to Beatrice Gregory and Myra Gregory,
in hand paid by the said party of the second part, the receipt of
which is hereby acknowledged, as well as in consideration of the
covenants and agreements hereinafter mentioned, do hereby give an
grant to the said party of the second part, exclusive right or
option to purchase at any time within two (2) months from the date
hereof, all that certain tract or parcel of land, lying and being
in Manchester District, Chesterfield County, Virginia, containing
6.38 acres, being fully shown on map entitled, "Map of 6.38 acres
of land standing in the name of Ben Gregory - Situated in Manches-
ter Dist., Chesterfield Co., Va. Surveyed for Tax Title", made by
W. W. LaPrade & Bros., Civil Engineers & Surveyors, dated Dec. 8,
1927, a white photostatic copy of which is attached hereto and
made a part hereof, and to which reference is here made for a more
accurate and complete description of said land; being the same
land conveyed to Thomas Branch, also known as Thomas Gregory, by
deed from Sarah Shipp, dated December 10, 1887, recorded in the
Clerk's Office of the Circuit Court of Chesterfield County, Vir-
ginia, in Deed Book 77, page 43. The said Thomas Gregory departed
this life on May 26, 1931, leaving as his sole heirs at law, his
daughters, the said Beatrice and Myra Gregory, the parties of the
first part; for the sum of Eight Thousand Dollars ($8,000.00), pay
able in cash, provided the said party of the second part, shall
within two (2) months from the date hereof, notify in writing the

said parties of the first part, their heirs, executors, adminis-
trators or assigns, that it will take, accept and purchase said
property at the price and upon the terms aforesaid.
In case notice of acceptance is given as aforesaid, the
said parties of the first pa rt , their heirs, executors and assigns
agjee to cure such defects in the title of said land as may be
found by the attorney appointed by the Circuit Court of Chester-
field County for the party of the sannd part after an examination
by him of said title so that the title is marketable', and to del-
iver within a reasonable time thereafter to the partyc , of the
second part, a deed of general warranty for said property in fee
simple, free of all encumbrances, and simultaneously with said
delivery, the party of the second part agrees to pay the aforesaid
cash payment less the amount deposited herewith, which sum shall
be credited on the purchase price if notice of acceptance is given
as aforesaid. Taxes are to be prorated as of the date of the
delivery of the deed.
The party of the second part, upon notifying the parties
of the first part that it will exercise its option to purchase, the
aforesaid property will forthwith request the Judge of the Circuit
Court of said County to appoint a competent attorney to examine th
title to the property and will cause its attorney to complete such
examination with due diligence. In the event that title shall not
be marketable in the opinion of the party of the second part, and
the par~ of the first part shall fail to cure all defects in the
title within three (3) months, then unless the party of the second
part shall waive such defects, this option shall berull and void
and of no effect and any consideration paid hereunder shall be re-
turned. In passing upon the mar~~tability of the title, the party
of the second part shall not object to public utility easements of
record which do not materially interfere with the party of the
econd part's proposed use of the property. The party of the secon

part reserves the right to determine for itself the effect of any
and all other easements on the marketability of the title.
The party of the second part may exercise this option
by giving written notice as aforesaid to the par~of the first
part at their address, 1139 Lincoln Place, Brooklyn 13, New York.
Such notice shall be deposited in the United States Mail, registe _
ed, postage prepaid.
Possession of the entire premises shall be delivered to
the party of the second part when deed is delivered and the pur-
chase price as aforesaid is paid.
Upon execution and delivery of this option, the party of
the second part may inspect the property and make such survey,
measurements, examinations and borings as the party of the saDnd
p~ may desire, upon the understanding that in the event that the
option is not exercised and the deed delivered, the party of the
second part will restore the premises to its former condition,
except for markings and cuttings made by land survey.

This will give a transmission loss of at least 20 deoibels through
the ceiling, which should reduce the noise level in Judge Old I s office
considerabq.
From the above readings having an existing noise level of 60 to 65
deoibels, the above treatment should reduoe the noise level to 45 to
50 deoibels. A noise level reading of 40 decibels is considered ideal
for a private offioe of this type.
As to the transm1ssion noise through the masonry construction; in
my opinion, everything poSSible to control this has already been done.
