" \~ VIRGINIA: At an adjourned meeting of the Board of Supervisors of Chesterfield County, held at the Courthouse on December 21, 1967 at 7:30 P.M. Present: Mr. Irvin G. Horner,Chairman Mr. H. T. Dietsch The Commonwealth's Attorney anno~nced to the Board that the condemna- tion proceedings against Mrs. John Cogbill for .65 of an acre of land at the Courthouse had been concluded on this date and that the Court had awarded the sum of $38,500 as the price for the purchase of this land. It was generally agreed that this matter would be discussed at a later date. On motion of ~~. Britton, seconded by Mr. Martin, the following water contracts be and they hereby are approved: AC-467 AC-179H Dutch Village Apartments Woodmont, Section "E" $19,000 9,740 On motion of Mr. Martin, seconded by Mr. Britton, the following I sewer contracts be and they hereby are approved: S-67-3lCD - Hoodmont, Section "E" S-67-39D Ttloodmont, Sections "A" and "c" The County Engineer pointed out that a sewer line could be constructed to serve the proposed Shopping Center at the Tinsley property at Buford Road and Forest Hill Avenue, along with 80 other homes for a price of approximately $69,000 and recommended that this program be changed from its scheduled date of February, 1970 to an earlier date. Upon consideration whereof, and on motion of l''lr. Nartin, seconded by r-1r. Browning, it is resolved that this Board authorizes. the County Engineer to accelerate the schedule of coristructing the sewer line to serve the aforementioned areas. It is here noted that Mr. Goyne does not vote. . . On motion of Mr. Britton, seconded by Mr. Martin, it is resolved that this Board accepts the deed for the Shenandoah Sewage Pumping Station. It was cited that the Richmond-Petersburg Toll Road needed a small piece of land to enlarge the facilities at the Falling Creek Interchange and that the parcel desired does not harm the County's sewer program in this area. Upon consideration whereof, and on motion of Mr. Britton,seconded by l'lr. Goyne, it is resolved that the County transfer back to the Toll Road the small piece of land necessary for this improvement. On motion of hr. Browning, seconded by Mr. l"lartin, it is resolved that the request of the utility Department to make an exception from the County's leave policy for a specific Utility employee be and it hereby is approved. On motion of P~. Browning, seconded by l'~. Martin, it is resolved that the Engineering Department put in its schedule of construction, one sewage lagoon east of Woodpecker Road instead of the two lagoons previously discussed since it \',ulC, i.,:.).".:,j:' ti,,-,t Uk one li~'Jcon would save a great amount of capital outlay in the future and would serve more citizens at the present time. On motion of Mr. Britton, seconded by Mr. Martin, it is resolved that this Board hereby releases the Bond of Mr. Larry Sterling on the subdivision of Brinkwood, provided the Bonding Company pays to the County the sum of $6615.33, which amount was billed to the County as the State's cost for necessary construction in said subdivision, plus $100.00 for re-seeding the ditchline during the coming Spring. On motion of Mr,Browning, seconded by Mr. Martin, it is resolved that all Gbunty employees be given December 26th as a holiday. On motion of Mr. Britton, seconded by Mr. Martin, it is resolved that the Purchasing Agent be and he hereby is authorized to purchase 9 vehicles at the lowest bids presented, 4 from Strosnider Chevro1et,Inc., and '5 from the Commonwealth Ford,Inc. On motion of Mr. Britton, seconded by Mr. Apperson, it is resolved that this Board authorizes the County Court to purchase transportation insurance for the transporting of not more than $10,000 at a cost not to exceed $97.80 for 3 years. On motion of Mr. Britton, seconded by Mr. Apperson, it is resolved that the following street light requests be und they hereby are referred to the Street Light Committee: New Kirk Drive and Red Oak Lane Lakeview and Woodpecker Roads -2_ . . en motion of I'ir. Apperson, seconded by I"~. 1'1artin, it is resolved that at the request of the County School Board, this Board appropriates the sum of $60,441.36 from the Gener~l Fund of the County to the Pupil Scholarship Fund for the payment of tuition grants for the first half of the current school session, and the Treasurer is hereby requested to make this transfer. It is here noted that Mr. Browning votes No. On motion of Mr. Britton, seconded by Mr. Apperson, it is resolved that this Board approves the following appropriations for the months of January, February and March, 1968, from the funds and for the functions or purposes indicated, in the amount of $6,313,495.00. On motion of Mr. hartin, seconded by l'ir. Britton, it is resolved that this Board authorizes the payment of a game claim of Irene York in the amount of $36.00. On motion of Mr. Martin, seconded by Mr. Browning, it is resolved that this Board accepts the dedicdtion of a right of way from the Central Educational Television Corporation and authorizes the Chairman and Clerk to sign the acceptance of this dedic2tion. On motion of Mr. Browning, seconded by Mr. Apperson, it is resolved that this Board re~eives the approval of the State Auditor of Public Accounts of the audit of the County Treasurer, Mr. George ~-J. Moore,Jr. for the fisEa1 year ending June 30, 1967. On motion of Vrr. Martin, seconded by ~~. Britton, it is resolved that the limit of the Petty Cash fund in the Purchasing Department be raised to $100.000 It was pointed out th0t Mr. Abe Grandis had installed a temporary french drain across Bagwell Drive in the subdivision of ~utham, Section "D". And it was pointed out further that he had recently improved Bagwell Drive to meet the minimmm specifications of the Highway Department. On motion of fJir. Britton, seconded by Mr. frowning, it is resolved that since Mr. ~andis has given written consent to his responsibility of maintaining the french drain at his expense until the County's sewer is installed in the subdivision, that this Board request the Highway Department to take into the Secondary System of roads Bagwell Drive in the Southam Subdivision, Section "D". On motion of Mr. Britton, seconded by Mr. Apperson, that the following erroneous tax claims be and they approved for payment: Myron E. Johnston, Jr. it is resolved hereby are Personal Property Tax 1966 $28.80 9.60 Jan. H. Gilman Personal Property Tax 1967 -3- . . . Hatcher assessment year 1965 $66.08 66.08 There was read a resolution from the County School Board requesting some improvement to James street in Matoaca Magist~rial District. Upon consideration whereof, and on motion of hr. Browning, seconded by Mr. Martin, it is resolved that this Board requests the Highway Department to improve James street to the minimmm standards of the Hi'..;hVlay Department and the County to Vay for said improvements from the General Fund of the County. There was read a letter from ~Irs. v~alter Horner concerning the telephone service of 24 families of the County of Chesbcrfi",ld who are now forced to go through the Powhatan Exchange instead of a Mid10thian Exchange. On motion of Mr. Horn(~l:, seconded by Mr.; Browning, it is resolved that this Board recuests the Executive Secretary to write the officials of the Telephone Company in an attempt to ascertain the progress of this request for improved telephone service. On motion of Mr. Goyne, seconded by Mr. Britton, it is resolved that this Board receives from the Tr2asurer a list of the delinquent real estate accounts for the year 1966. The Executive Secretory outlined the program for improved service from the County's Data Processing machines, stating that much of the routine work of the School Board could be placed on our present machines with modification and improvements. He stated further that the cost of this extra equipment would be approximately $l900.00 per month and that the School officials had agreed to pay their proportionate share of the entire data processing expense. After much discussion and upon further consideration, it is on motion of Mr. Brovming, seconded by Mr .Goyne, resolved that the program of improving the data processing equipment be authorized, provided the County School Board agrees by resolution, to the proposed changes. It was cited that ~lr. Richard Robertson, Executive Director, Richmond rRegiona1 Planning Commission, requested the approval of the County for a study in the Richmond Metropolitan area of refuse disposal. Upon consideration whereof, and on motion of Mr. Goyne, seconded by Mr. Martin, it is resolved that this Board of Supervisors herewith approves the request to have a study of solid waste disposal in the Richmond Metropolitan area. On motion of Mr.Goyne,seconded by l'1r. Martin, it is resolved that the rates of pay of certain people in Data Processing, Purchasing, Assessing and Garage Departments be increased as recommended. -4- . . . On motion of ~rr. Browning, seconded by Mr. Martin, it is resolved that this Board authorizes a free water conn~ction to the Ettrick-Matoaca Rescue Squad. On motion of ~'Ir. Brmming, seconded by l'ir. Apperson, it is resolved that this Board withhold payment from Hollins, Howard and Cochrane from a water project on Hi~kory Road until the job is satisfactorily completed. On motion of Mr. Martin, seconded by Mr. ~owning, it is resolved that this Board requests the Highway ~partment to improve uhe ditch south of Rt. l47 and parallel to Shoreham Road at a cost not to exceed $500.00. On motion of Mr. Apperson, seconded by Mr.Goyne, and Mr. Browning,it is resolved that this Board request the ~ief of Police, Col. E.P.Gill, to cause increased vigilance on behalf of the County's ~g Wardens to seek out and control those vicious dogs which may cause the'County of Chesterfield a comparable tragedy to the one in the Lynchburg area. On motion of Mr. Goyne, seconded by Mr. Martin, it is resolved that this Board requests the Commonwealth's Attorney to review the ordinances controlling dogs in the County and to suggest means whereby said ordinances may be strengthened to serve better the citizens of our County. On motion of Mr. Goyne, seconded by Mr. Apperson, it is resolved that this Board adjourn at 1l:30 P.M. to 2:00 P.M. on December 28, 1967. -5- ,) . - COUNTY OF CHESTERFIELD (For Intracounty CorresQondence) TO: Mr. R. A. Painter, County Engineer FROM: Charlie R. Quaiff SUBJECT: Mary Ruth Neathery DATE: December 20, 1967 Mrs Neathery was employed by the County on September 18, 1967 as a full time employee. On December 7, 1967 Mrs. Neathery entered the hospital for extensive surgery and will be incapacitated until January 8, 1968. Since this employee has not been employed long enough to accumulate sick leave it will be necessary to either make an exception to the leave policy and pay her while she is recuperating or dock her for the, three weeks from December l6 through January 7. The amount of salary involved amounts to $l86.30. I would recommend that, if at all possible, an exception to the leave policy be made and we will charge this time against future accrued sick leave and vacation. THOMAS SUBSTITUTE JUDGE CHESTERFIELD, VIRGINIA 23832 December 6, 1967 Chesterfield County Board of Supervisors, Chesterfield, Virg,imia Gentlemen: The Chesterfield County Court is now handling considerable amounts of money which has to be held in the safe in the clerk's office or transported by the clerk to the bank in Chester. An attempt has been made to have the State pay for Burglary and Theft Insurance, but the Attorney General has ruled that the State cannot pay the premiums for this insurance. There are two possible problems which could arise if the drain should become inoperable due to clogging at the creek. 1. Septic tanks in the area could become flooded. 2. The flat area at the rear of lots 18 and 19 could accumulate surface runoff. The Highway Department has indicated that they refuse to accept Bagwell Drive because they feel the tile is improperly constructed. Mr. Grandis argues that tile has been functioning for six months apparently without lproblem. Since the Board instructed tha~ the County not assume responsibility for the functioning of ,this drain, Mr. Grandis should either persue one of the methods suggested to him to correct the problem or perhaps post a suitable bond. In response to your question concerning sanitary sewers; our projects in this area are presently scheduled to beromplete by the fall of 1970. If I can furnish further information, please advise. . . Burnett Executive Secretary County of Chesterfield Chesterfield, Virginia Dear Mr. Burnett: I have been working with Mr. Robert Lux of the School Board on the automation of their administrative operations. We have discussed this from two viewpoints -- data processing equipment which would be installed in the School Board or on a shared cost basis with the County of Chesterfield. All concerned feel that the logical approach would be to have a shared installation rather than a separate installation within the School Board office. This is desirable from a cost standpoint to the County of Chesterfield as a whole. - In order to handle the accounting and record keeping operations of the School Board, it will be necessary to increase the capacity of the System/360. This capacity increase will enable the computer to handle the anticipated increased load placed on it by the School Board, and will also greatly improve the speed of processing the accounting applications now being handled by the Data Processing Department. Also, there are additional applications within the County Administrative Office which should be automated in the very near future. January 1, 1968, will be the starting of the School Board Payroll on the data processing equipment. Their payroll amounts to approxi- mately three (3) times the size of the total county payroll. This, in effect, means that computer time on the payroll application will be quadrupled. Budgetary Control for the School Board has been placed on the computer as of July 1, 1967. This operation is not complete and will not be so until such time as more personnel and equipment can be added. . There are many accounting applications that the School Board desires to be automated. At the present time it is impossible to foretell exactly the total time to be required on the System/360 for these applications. We do, Wowever, feel that at least 50% of computer time would be allocated to the School Board operations. In dollars this would amount to approximately $3,000 per month, Of course, an actual figure will be obtained upon completion of a detailed study. Burnett Page Two We estimate that six (6) additional persons be employed with centralization of all data processing functions. These positions are shown later. If centralization is not realized, personnel in the present Data Processing Office should be increased as soon as possible to include: (1) Systems Analyst/Programmer; (2) Control Clerk; and (3) Programmer as shown later. As you will seethe net effect on personnel through complete automation of the School Board accounting operations will be an increase of only three (3) people. I believe that Dr. Alcorn and Mr. Lux would agree that the total cost to the School Board through automated data processing is not excessive based on the costs shown in this proposal. For them to adequately handle on a non-automated basis the functions desired, the cost would be much greater. This proposal has been reviewed with Dr. Alcorn and he concurs with the plan. However, we understand that the installation of the equip- ment and conversion of the School Board accounting functions will need to be confirmed by the School Board. Ted received an offer of more money, and althoughfuis was not the only reason, it was some inducement in his accepting employment in the mortgage department of First & Merchants National Bank. Other inducements included promise of early promotion, etc. At this time, I would like your permission to make some adjust- ment in the salaries of our present appraisers. These adjustments can be made within my present budget, since the replacement for Burnette will be employed at a lower salary than Burnette was earning. Carl W. Chapin came to work on October 16, 1961. He has caused no problems, does his work well, helps train new appraisers and has attended several appraisal training courses at his own expense. Chapin has had increases in his salary lately, but due to the fact that he began work on a salary of $4l00, we have never caught him up to date, salary wise. His salary is now $7032, and we have had two men with one years service at $7380, due to the figure at which they were employed. I would like to increase Chapin's salary to $7380, effective November 1, 1967. Mann W. Leath began work on March 24, 1964. He is a good appraiser. His salary is now $6072.
