Dear Mr. Mayo:
I disapprove of zoning change 67-85C of the parcel of land bordered
by Forest Hill Avenue, McRae Street and Buford Road because of
the following reasons:
1. The rezoning of this property from Residential-l to
General Business (C-2) would cause the surrounding
residential property to depreciate in value and appearance.
2. Such rezoning would create greater traffic congestion at
Buford Road and Forest Hill Avenue. The existing shopping
center already creates too much traffic for the traffic
signs.
3. There are sufficient shopping centers in the area; such as,
Stradford Hills Shopping Center, the proposed shopping
centers at Chippingham Parkway and Robious Road, the
Westover Hills shopping area and Southside Plaza Shopping
Center.
4. Any businesses other than a shopping center would be
equally detrimental to the neighborhood.
I believe 'that if the Board of Supervisors rejects the recommendation
to rezone this land for business, the entire community of Bon Air will
be a better residential area,

Gentlemen;
As a real estate broker, and having developed some of Bon
Air's most attractive residential areas, I highly recommend and
endorse the proposed shopping center to be located on the Tinsley
property at the intersection of Buford Road and Forest Hill Avenue.
However, it is most certainly my desire that this area be
developed in an orderly and efficient manner and kept clean and
neat at all times. The success and appearance of any shopping
center is dependent upon the securing of proper tenants and I,
therefore, urge the Board to allow the developer to secure tenants
that customarily locate in well designed and kept shopping centers.
I am convinced there is a dynamic need for additional shop-
ping space in the area, and that a shopping center of this type
will be a valuable asset to the Bon Air Community,

SCHEDULE A
1. The following business uses will be excluded.
(a) Gasoline Service Station
(b) Truck Terminal
(c) Automobile grave yard
(d) Junk yard
2. A thirty (30) foot buffer strip shall be provided between McRae Road
and the rear line of any building or buildings to be constructed on the
premises. This buffer strip shall begin at the intersection of McRae Road
and Forest Hill Avenue and shall continue along McRae Road the entire
distance the C-2 zoning adjoins McRae Road. Said buffer strip shall remain
in its natural condition and none of the existing trees shall be removed
except those interfering with actual construction, drainage, wall foundations,
overhead services, underground utilities, or any other such similar items.
3. No vehicular traffic shall be allowed to have access to McRae Road
from the Shopping Center, by the use of a driveway across the above buffer
strip. Vehicular traffic shall not have the right of ingress or egress over
said buffer strip.
4. All loading, unloading, or similar operations along the rear of the
proposed shopping center buildings shall be screened from McRae Road, by the
use of an eight (8) foot high brick wall. This brick wall shall be essentiall
as indicated on the plan submitted to the Chesterfield County Planning
Commission.
5. Where ever practical, tennants shall not be allowed to burn trash or
rubbish on the exterior of the premises and shall be required to haul same
from the exterior of the premises for the ultimate disposal.
6. Exterior refreshment patios similar to those now used in the area
shall be prohibited.
7. Exterior music or loud speaker systems for advertising purposes
shall be prohibited.
8. No business shall be allowed in the shopping center which opens its
doors to the public twenty four hours a day.
9. In the event a restaurant in excess of fifteen hundred (1500) square
feet is located in the shopping center, all reasonable care shall be taken
in the venting and dispersing of objectionable fumes or odors.
It is the intent of the above conditions to encourage the developer to
construct and operate a clean and neat shopping center and one that will be
beneficial to the community. The above conditions are not intended to retard
or hinder the developer in his efforts to secure Class A tenants for the
shopping center. It is obvious that in order to have a Class A shopping center
Class A tenants must be secured, therefore, we request that the developer not
be further restricted and that the developer be allowed to secure any other
tenants of his choice, most expressively, a major food store or grocery store.

. All requirements of Chesterfield County zoning 'ordnance pursuant to Section 17-11
will be adhered to.
The limits of the blasting area is shown on the attached sketch. The stockpile
and plant operation will be confined to the western portion of the property and
is also indicated on the attached sketch. The whole property will be feIJ.ced in
such a manner that no unauthorized persons will be allowed to trepass in to the
area. Operations will be restricted between the hours of 7 a.m. to 6 p.m. Monday
through Saturday. Blasting will be restricted between the hours of 12 noon and 2 p.m.
and shall occur no more frequently than once every seven days. Rehabilitation of
the area will consist of grading 1 top soiling and seeding all earthern slopes. The
water table in that area is such that the actual quarry will flood to such a level that
all exposed stone will be covered. The area occupied by stockpile and plant.
will be gradedl sub-soiled, top soiled and seeded. Ingress and egress to the
property will be by means of the new road constructed from Newby's Bridge Road
into the quarry area. This will ultimately become a dual lane road'and will service,
the residential development plan around this operation. No part of the operation
will be closer than 475 feet to the nearest property line and the plant site itself
is over 11300 feet from the nearest property line.

To Whom It May Concern:
At their regular meeting on December 6, 1967, the deacons
of the Branch's Baptist Church, 3400 Broad Rock Road, unani-
mously passed a resolution expressing on behalf of the church
their opposition to the granting of a use permit for the
quarrying of stone at the proposed location near Newby's
Bridge Road.
The church feels justified in raising this objection for
two principal reasons: ( 1) Branch's Church holds title to
the nine acres of land an which the Falling Creek Baptist
Church is constructed. The Falling Creek <hurch is within
a short radius of the proposed rock quarry operation. The
quarrying of stone in the area would have an adverse effect
upon the nearby residential areas and upon the church. (2)
Branch's Church has for more than five years held an option
on a parcel of land (approximately five acres) at the end of
West Road. The option was taken with a view to the future
establishment of a Baptist church at this location, when the
area was developed for residential purposes. This proposed
location for a church is within approximately a mile of the
proposed rock quarry. Nearby rock quarry operations would have
an unfavorable effect on residential and church development in
the area.
The deacons of Branch's Church have voiced their opposi-
tion because of the following factors which are usually associ-
ated with rock quarry and mining operations, and which have a
definite effect upon local community appearance, security, and
welfare: noise, blasting, unsightly appearance, air pollution
and dust, deterioration of roadways, traffic hazards to school
children and others because of heavy hauling equipment, seepage
into nearby water supplies. The proposed location for the

immediate future, and mining operations would seriously affect
the interests of such residential development.
