Eggleston for a sewer easement to serve the New Holiday Inn on Route # 10 and other adjacent areas, subject to the Commonwealth's ^ttorney's approval.. It is here noted that Mr. Apperson votes Nay. On motion of Mr. Dietsch) seconded by Mr. Martin, it is resolved that the offer of $100..00 be authorized to be mad~ to E. E. Elred, Jr.. for Project 6511-63/52 and if said offer is not accepted that condemna- tion proceedings be instituted subject to the approval of r~. Dietsch after inspection. On motion of Mr. Apperson, seconded by Mr. Martin, it is resolved that the design of the Centralia lagoon be authorized, which lagoon would serve the Courthouse and environs. Mr. J. K. Timmons and Dr. Grandis come before the Board speaking for the installation of a sewer line across the Reservoir to serve Meadowbrook West and possibly the area on the south side of Falling Creek. Upon consideration whereof, and on motion of Mr. ^pperson, seconded by Mr. Martin, it is resolved that the Engineering Department be authorized to install an 18" sewer line across the reservoir at an approximate price of $49,000..OO~ On motion of Mr. Apperson, seconded by Mr. Dietsch, it is resolved that this Board approves the installation of a water line by Mr. Weisiger, the developer of Falling Creek Farms, provided said plat is put on record before houses are occupied on this road. On motion of Mr. Dietsch, seconded by Mr. Browning, it is resolved that this Board approves the request of Mr. John Harris to allow the crossing of Pocoshock Creek with a driveway according to plans dated February 10, 1969 and drawn by the County Engineering Department.. On motion of Mr. Martin, seconded by Mr. Purdy, it is resolved that this Board authorizes the deepening of Jimmy Winters Creek to serve a portion of the Larus property on the north side of Rt.147. Mr. Max Case states that the Larus Estate will pay for the work on this drainage area and will accomplish same according to approved specifications.. d -2- - . Gem Acres Subdivision: Gem Street - from Route 1745, 0.02 mile east of Route 1746, eastwardly and northwardly 0.20 mile to McRae Street 0.20 " McRae Street - from Gem Street northwarrly 0.04 mile to Route 1712 0.04 " On motion of Mr. Browning, seconded by Mr.Dietsch, it is resolved that this Board requests the Highway Department to take into the Secondary System of roads the Cemetery ~ad in Ettrick as a Rural Road, a description of which road is as follows: From its intersection with Main Street in Ettrick, a 40' wide section running southwestwardly, 0.05 mile to Virginia State College property, thence a 50' wide section running southwestwardly and northwestwardly .13 mile to the Randolph Cemetery property. On motion of Mr. Browning, seconded by Hr. Purdy, it is resolved that this Board requests the Highway Department to investigate the "Stop" signs at the intersection of Branders Bridge, Lakeview and Woodpecker Roads. It was generally agreed that the Highway Department would be requested to investigate the feasibility of making a 25-mph zone on Bywood Lane and the Esidential areas around same. It was agreed that the Highway ~partment would be requested to study the necessity for additional lights at the intersection of Chippenham and Route 10 and Chippenham and Forest Hill Avenue. Mr. James Wadkins with Mr.C. Lynn Newcomb and Lt. John Simmons come before the Board requesting the County's approval of constructing a Health and Safety Research and Training Center. It was agreed that this Highway Safety ilimmittee would work with the Executive Secretary to seek a site acceptable for this project. Mr. Roy ~rd comes before the Board seeking a Variance from the Subdivision Ordinance to build a dwelling on an unimproved street extending from Parker Lane, shown on Map 116-13, Parcel 8. It was generally agreed that this matter would be deferred for further investigation. On motion of Mr. Martin, seconded by Mr. Purdy, it is resolved that this Board grants a Variance to Mr. Jay Smith for the addition of -4- . . an extra room to a trailer on the Genito Road, approximately 5.2 miles north of Route 360, provided this request is approved by Supervisors Martin ~d Horner after inspection. On motion of Mr. Purdy, seconded by Mr. Apperson, it is resolved that work permits be granted to the C&P Telephone Company for underground installation in the Scottingham, Section "B", Esteridge,Section "B", Chester ~wnhouses and Lara Lynn Heights, Section 20 At the request of Mr. James Condrey and the recommendation of the County's Auditors, it is on motion of Mr. Browning, seconded by , Mr. Purdy, resolved that the sum of $1,193075 of uncollectible accounts in the Ettrick Sanitary District be written off of the current books. It is here noted that some of these accounts are approximately 30 years oldo 68-80 At the request of Mr. James Hubbard, representing the A.S.Gresham Estate, it is on motion of Mr. Dietsch, seconded by Mr. Martin, resolved that Zoning Case 68-80 be and it hereby is deferred until March 12, 1969. 68-88 Mr. Lewis Martin, Atty. representing Mary S. Stargardt requests the rezoning from Residential (R-l) to General Business (C-2) of a parcel of land of irregular shape fronting 1035 feet, more or less, on Buford Road, extending eastwardly to a depth of 600 feet, more or less, being 300 feet, more or less, north of the intersection of Buford Road and Midlothian Turnpike (Rteo60) and to grant a Use Permit for the construction of two high rise multi-family structures on a parcel of land of irregular shape fronting 440 feet, more or less, on Buford Road, extending northeastwardly to a depth of 990 feet, being 1335 feet north of the intersection of Buford Road and Midlothian Turnpike (Rte.60), in Midlothian Magisterial District. Refer to Sec. 18-16 (1) par. 37, and cites the history of this case and explains the provisions for traffic, parking and utilities. Mr. Stewart Powers, resident of Rock Creek Park, suggest that some buffer zones be provided on Buford Road and a buffer strip at the north end of the project. Mr. Martin states that he will put trees and landscape the area. Upon consideration whereof, and on motion of Mr. Martin, seconded by Mr. Purdy, it is resolved that the aforedescribed parcel of land be and it hereby is rezoned to General Business and a use permit for two high rise multi-family structures on the aforedesdribed parcel of land provided the developer adheres in general to the plan presented with the final layout, landscaping and plans subject to the approval of the Planning Director. -5- . . 69-1CS Mr. Warren Chapman, representing Mr. James A.Dorton, comes before the Board requesting the rezoning from Agricultural aDd Residential-2 to Local Business (C-l) of a parcel of land of irregular shape fronting 80 feet, more or less on Warwick Road extending westwardly to a depth of 595 feet, more or less, being 115 feet, more or less, north of the intersection of Warwick Road and Broad Rock Road, in Manchester Magisterial District in Mancheseer District. Refer to Sec. 30-11 lots 27, 28 and 29-1. There appearing no opposition to this request, it is on motion of Mr. Dietsch, seconded by Mr. Martin, resolved that the aforedescribed parcel of land be and it hereby is zoned to Local Business with the site layout, landscaping and plans subject to the approval of the Planning Director with adequate screening to be provided if deemed necessary. 69-2CS Mr. Leslie Saunders, Attorney, representing Mrs. Virginia Pearce Bell, comes before the Board requesting the rezoning from Residential-2 to Local Business (C-l) of a parcel of land of irregular shape fronting 300 feet, more or less, on the south line of Rte. 10, 400 feet more or less on the west line of Winfree Street and 330 feet more or less on the north line of Dodomeade Street, being situated on the eastern portion of said block in Bermuda Magisterial District in Bermuda Magisterial District. Refer to Sec. 115-7 (2) Blk. Q2, lots 412, 413, 414 and 413B. The Executive Secretary reads two letters, one for and one against the rezoning. Mr. Saunders states that the proposed use of this ~and would be for the construction and operation of a Colonial Grocery Store and cites the need for such a facility and states that the traffic would not be substantially increased. Mrs. J. G. Truman presents a petition of 52 names against the rezoning request and Mrs. Lofton Alley, President of the P.T.A. presents a petition of 58 names against the request and states that the area should be be9ter planned. Mr. M.T.Dubus, a member of the County Planning Commission, presents a letter stating that the area is being studied by a number of people in the area who will plan more completely the entire area. Mrs. L.E.Armstrong, states that approximately 3,000 students will use Route 10 next year and wants a moratorium on zoning in this area. Mr. Ed Ryan states that he would like to see the land rezoned and further that he owns the land next to this, that the requested rezoning is the fourth piece of the Lindsey Tract to be zoned for business. This is a business opportunity and the area needs a National Chain StoreD Mr. Purdy reads the legal description of zoning and states that this is contrary to the zoning definition. Mr. Dietsch states that he is not in favor of strip zoning and this zoning can grow down some of the adjacent streets. , Mr. Apperson states that perhaps the Board is not looking objectively at the potential of the area, that spot zoning was wrong in the past, that this is strip zoning. Upon consideration whereof, Mr. Purdy makes the following motion: That this zoning request be denied because ' it is against the safety and general public welfare. -6- ~ . . Mr. Dietsch sedonds this motion. A vote on the motion - those voting Aye - Mr. Purdy, Mr. Dietsch, and Mr. Horner. Those voting No - Mr. Browning, Mr. Apperson and Mr. Martin. It is requested that the Tie-Breaker be called to hear this matter further and at his convenience. 69-3CS The rezoning request of Mr. E. W. Wade, III, who requests the rezoning from Agricultural to General Business (C-2) of a parcel of land of ireegular shape containing 1.111 acres fromting 227.04 feet on Robious Road and 142.68 feet on Midlothian Turnpike (Rte. 60) being 600 feet, more or less, west of the intersection of Robious Road and Midlothian ~rnpike in Midlothian Magisterial District. Refer to Sec. 17-12 (1) par. 1, was scheduled for this time and no one appeared to propose this matter and the same is postponed for thirty days. 69-4CS Mr. Robert E. Stamatas comes before the Board requesting the rezoning from Agricultural to Local Business (C-1) of a parcel of land of rectangular shape fronting 245 feet more or less on Rte.10 and extending northwardly to a depth of 400 feet more or less being 1,450 feet, more or less west of the intersection of Rte. 10 and Rte. 696 in Bermuda Magisterial District. Refer to Sec. 118-10 (3) par. 26D, and states that he would like to have other professional offices to share the same building. Upon consideration whereof, and on motion of Mr. Purdy, seconded by Mr. Martin, it is resolved that this Board grant a Use Permit for a Professional Office Building to run with the property upon the approval of the Planning Director of the proposed plans. 69-5CS Mr. James Hubbard comes before the Board representin~ 'Messrs. McGill, et als and request the rezoning from Residential-2 to General Business (C-2) of a parcel of land of xrregular shape fronting 250 feet more or less on Midlothian Turnpike (Rte. 60) extending southw~rdly to a depth of 1250 feet more or less including those properties fronting on the east and west line of Granite Springs Road (Rte. 781) beginning at a point 160 feet more or less south of Midlothian Turnpike and extending southwardly to a depth of 1200 feet more or less, being 775 feet more or less northeast of the inter- section of Midlothian Turnpike and Turner Ro~d (Rte. 650) in Manchester Magisterial District. Refer to Sec.115-7 (1) par. 16 and part par. 180 There appearing no one in opposition to this request and the Planning Commission having recommended its approval, it is on motion of Mr. Purdy, seconded by Mr. Apperson, resolved that the aforedescribed parcel of land be and it hereby is rezoned for General Business purposes subject to the plans being approved by the Planning Director. 69-lICS Mr. Joseph G.Woodfin, represented by Mr. Milton Farley, comes before the Board requesting the rezoning from Agricultural to General Business (C-2) of a parcel of land of irregular shape fronting 200 feet on U. S. Rte. 360 and extending northwestwardly 240 feet, being 1000 feet northeast of Walmsley Boulevard in Manchester Magisterial District. Refer to Sec. 39-12 par. 60 Mr. Farley r;,cites the history of this case and states that Hr. 1rJoodfin has purchased the property and now wants to expand and improve the property. Mr. Glenn, a resident of Longwood ""cres, and representing the Civic j~ssociation states that the Land Use Map was passed about two years ago and this should not be changed at this time, that the zoning request would decrease the value of the homes and introduces a delegation of approximately 25 people opposed to this zoning. Mr. Friel states that he does not want spot zoning on Rt.360. Mr. Farley asked the question that did not the subdivider reserve land on Rt.360 nronting on said road. -9- ... . . Mr. Robert Jensen states that this is spot zoning or block busting and states he is in favor of the Land Use JYlap as it is now adopted. Mr. J. L. Hamrick states thJ,t he is not opposed to the proposed use but is afraid of what zoning would tdke place on adjacent properties if this is so zoned, and that he does not want Rt.360 to look like Route #1. Mr. Hamr~ck asked that Mr. Woodfin accept a Use Permit, whereupon Mr. Farley states that it is hard to borrow money for the necessary construction on a Use Permit. Mr. Woodfin.states that he does not want a Use Permit. Upon consideration whereof, and on motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that this request be and it hereby is denied. Graham Jennings, representing Mr. Lynn Hamilton again comes before the Board requesting a Use Permit to operate a dry wall construction business from his home located on a parcel of land of rcctangular shape fronting 100 feet on Lake Hills Road and extending southwardly to a depth of 252 feet, being 590 feet, more or less, west of the intersection of Lake Hills Road and Hopkins Road in Dale Magisterial District. Refer to Sec. 41-12 (9) Blk. A lot 2. JYJr. Jennings states that lie did not prepare a case and does not want to give additional facts in argument. Mr. Apperson states that he sees no reason for further argument. Mr. Jennings agrees. Mr. Apperson states that Mr. Hamilton has been offered other places from which to operate his business. It is here noted that Mr. Browning abstains from voting and Mr. Horner votes Nay. 69-7UP Mr. Robert BErps comes before the Board requesting a Use Permit to operate a candy store in his garage located on a parcel of land of rectangular shape fronting 100 feet more or less on LaBrook Drive, extending northeastwardly to a depth of 200 feet mor~ or less being 330 feet more or less northwest of the intersection of LaBrook Dri~ and Seaman Road and better known as 639 LaBrook Drive in Manchester Magisterial District. Refer to S~c. 19-8 (3) Block A, lot 6-1. -10- . . Mr. &ps states he has run for the past two years a small candy store in his garage from a wheel chair. Mr. Lawrence Stevenson and fourteen others appear in opposition, presenting a petition with 17 names in opposition to this request and states that the store is open~d at early morning hours at times, there are no sanitation facilities, creates paper and trash in adjacent yards, that there has been a pinball machine in the garage and ~here is a pool table currently in useo Mr. Dana Keener says that the traffic created by this store is objectionableo Mrs. Stevenson, who is a registered nurse, states that if Mr. Erps needs a job or rehabilitation she will be glad to help. There was presented a traffic plan for the proposed vocational school on Route ~O near the Courthouse and it was generally agreed that this plan be followed as closely as possible in acquiring property. On motion of Mr. Apperson, seconded by Mr. frowning, it is resolved that the new base station for the fire alarm radio be installed as soon as possible and the Executive Secretary is requested to meet with the Rescue Squads to determine the best possible use of the old base station. On motion of Mr. Martin, seconded by Mr. Apperson, it is resolved that the fire trucks for Manchester and Bensley Fire Departments be purchased from the Oren Company as previously planned. On motion of Mr. Martin, seconded by Mr. l~pperson, it is resolved that since the Volunteer Firemen of the Wagstaff Circle fire Department have emphasized their request for the purchase of a lOOO-gmp Mack pumper, that the Purchasing hgent be and he hereby is authorized to purchase a Mack pumper for the Wagstaff Volunteer Fire Department. It is here noted that Mr. Purdy and Mr. Browning vote Nay. There was presented to the Board a recommendation from the Architect that a roofing bond be purchased for the roof on the Nursing Home; also, presented as a recommendation from the Clerk-of-the-Works that such a bond would be too expensive for the value of the work covered and ufter some discussion of this matter it was generally concluded that the bond would not be purchased at this time. On motion of Mr. Purdy, seconded by Mr.Dietsch, it is resolved that benches similar to those installed in the present Circuit Court building be installed in the new Court building. There was presented a statement from the Transportation Department of the School Board showing the twenty (20) school buses, scheduled for replacement which buses were of 1956-'58 vintage. Upon consideration whereof, and on motion of Mr. Dietsch, seconded by Mr. Apperson, it is resolved that the Purchasing j_gent be authorized to seek bids on thirty-five (35) new buses for the Schoo~ Board which includes 15 buses for the enlargement of the fleet and twenty (20) replacement buses. It is here Doted that Mr. Purdy and Mr. Browning vote Nay. Mr. Horner abstains from voting. On motion of Mr. Dietsch, seconded by Mr. Purdy, it is resolved that this Board agrees to pay one-half the cost of five (5) field houses proposed to be built at five (5) High Schools in the County. It is understood that the approximate cost of each field house would be $30,000.00. -14- . . . On motion of Mr. Purdy, seconded by Mr. Browning, it is resolved that the Chief of Police be and he hereby is authorized to appoint Mr. James E. Brown as Police Dispatcher. And be it further resolved, that this Board recommends Mr. Robert L. Burton to the Judge of Circuit Court, the Honor~ble Ernest P. Gates for appointment as Dog Warden and Special Police Officer. On motion of Mr. Purdy, seconded by Mr. hpperson, it is resolved that this Board declines the request of the Progress-Index newspaper to purchase an ad in a forthcoming special issue of that paper. ' We, the undersigned, request that the Board of Supervisors of Chesterfield County take necessary steps to relieve the conditions of the ditch on the easement of the ij prgperty of James E. and Margaret J. Brinkley. This ditch being some four feet deep in most places holds water which could easily drown a wandering child or pet. Mosquitos from stagnate water standing~ftn'1the ditch are a health hazard and quite a nuisance dl~ing the summer months. The front yard was a playground for dogs and a muskrat recently. Another muskrat was caught in a trap by a neighbor. This ditch is a . trash collector used by passing motorest as beer cans and whiskey bottles and other miscellaneous items of trash have been fished out. Being several feet wide, boys '~ challenge each other in jumping the ditch. If one got hurt, this would mean quite a . lawsuit for someone. Smaller children like to build road~and dig in the contaminated dirt, as well as catch tadpoles for pets. Several large boys used the opening of the large culvert at the lower end of this ditch as an entrance to crawl the distance of the culvert along Bryce Lane. Large crayfish also make this their home. A dead black snake was found alongside bf the ditch during the spring of last year. Dear Mr. Burnett: In October of 1968 the Association's Radio Committee met with the four rescue squads in reference to fire calls and rescue calls interfering with each other because of the volume of traffic on the fire frequency. In this meeting, it was discussed to have' the rescue squads put onto a frequency by themselves. In December, a motion was made to the Association that we ask the county to take off the rescue squad on the fire frequency because of the volume of traffic on this frequency, and this motion was tabled until February 1969. On Tuesday, February 4, 1969, the Association voted to take off the rescue squad on the fire frequency. On January 29, 1969, I had the pleasure of meeting with representa- tives of the four rescue squads. In discussing this matter, the majority of the squads was in favor of this move and felt that by doing this the fire departments and rescue squads could better serve the citizens of Chesterfield County. ROOF DECKS - GENERAL Roof decks shall be constructed in accordance with deck manufacturer's specifications, The surface of a roof deck is accepted with the un- derstanding that the deck has been designed to support maximum anticipated loads; that provi- sion has been made for expansion and contrac- tion; and that the deck has been erected or con- 'struetedin accordance with best established practices, To be considered as acceptable, decks constructed of precast or otherwise preformed planks must be fastened to the supporting mem- bers by means of clips or other similar devices specially designed to prevent lateral as well as vertical movement of the individual planks. Sur- faces of decks shall be smooth, fiiTIl, dry and , free of debris and loose material. Roof decks shall be graded to suitable outlets. All openings or projections through roof decks shall be completed before application of roof membrane. 2. ROOF DECKS-WITH ROOF INSULATION When roofing is to be applied over roof insula- tion, the means of attachment of the insulation (and vapor barrier, if required) to the deck is just as important as the adhesion of the roofing membrane itself to the top surface of the insu- lation, In order to assure the adequacy of this means of attachment, therefore, we will ac- cept as a suitable base for bonded roofing only those installations wherein the insulation (and vapor barrier, if required) are adhered to the deck in solid mappings of steep asphalt; at- tached by means of mechanical fasteners; or ad- . hered with Barrell BAR-FIRE Adhesive, For max- imum structural rigidity as a base for the roof- ing, the insulation should, whenever possible, be installed in multiple layers, Stagger joints in each layer with those of the layer below, Roof insulation shall be installed in accordance with requirements detailed on pp. 10.11. It should not be installed when either or both of the following conditions exist: . Unstable weather conditions that do not assure a completely dry roof deck and insulation, . Roof traffic by crews and equipment of other trades-traffic that may permanently injure roofing and roof insulation. Under these conditions, and when it is neces- sary to weatherproof the roof deck, use a tem- porary roof of VAPORBAR coated base sheet (see pages 10 and 11-Vapor Barriers) and do not install roof insulation until it can be fully pro- tected against any form of damage. Insulation-slopes in excess of 1/2 in. per foot: On all roof decks having slopes of ,(, in, or more per foot (1 in. per foot when using BOND PLY Roofs), use only those types of insulation which permit nailing for securing felts against slippage, Where nailing of insulation to deck is required, use only fiberboard or insulations with comparable ability to accept nail securement. Steel roof decks Steel decks shall be designed and erected in accordance with recommendations of Steel Deck Institute and must be covered with roof insulation (recommended minimum 1 in,) to receive built-up roofing. To be considered a satisfactory base for insulation and a Barrett bonded roof; the roof deck must not deflect more than l/e inch, at the center of the span, when subjected to-the maximum concentrated loads normally applied during construction of the roof or allied super structures. Deflection in excess of this amount will tear the insulation boards loose from the deck, (For application of roof insulation, see page 11.) _ 3. ROOF DECKS-WITHOUT INSULATION Wood roof decks shall consist of clear, sound, well-seasoned lumber (not less than 1 in. nomi- nal thickness)-tongue and groove, shiplap or splined - securely flush.nailed to supporting members, End joints shall have adequate bear- ing or support. Large cracks, knotholes, etc., shall be covered with sheet metal. Plywood roof decks- shall be a- minim~':" ,(, in, thickness on rafters not exceeding 24 in. o,c.
