BOARD OF SUPERVISORS <br />MINUTES <br />July 22, 2020 <br />Supervisors in Attendance: <br />Ms. Leslie A. T. Haley, Chair <br />Mr. Kevin P. Carroll, Vice Chair <br />Mr. James A. Ingle, Jr. <br />Mr. Christopher M. Winslow <br />Mr. James M. Holland <br />Dr. Joseph P. Casey <br />County Administrator <br />Ms. Haley called the meeting to order at 3:00 p.m. She stated <br />due to COVID-19 and the occupancy limits of the Public Meeting <br />Room, citizens requesting to speak before the Board will be <br />given the opportunity to comment in person at the appropriate <br />time. <br />1. APPROVAL OF MINUTES <br />On motion of Mr. Carroll, seconded by Mr. Holland, the Board <br />of Supervisors approved the minutes of June 24, 2020, as <br />submitted. <br />• Ayes: Haley, Carroll, Ingle, Winslow and Holland. <br />Nays: None. <br />2. REQUESTS TO POSTPONE AGENDA ITEMS AND ADDITIONS, <br />DELETIONS OR CHANGES IN THE ORDER OF PRESENTATION <br />On motion of Mr. Winslow, seconded by Mr. Ingle, the Board <br />replaced Item G.A. Closed Session Pursuant to 1) Section 2.2- <br />3711(A)(3), Code of Virginia, 1950, as Amended, to Discuss the <br />Acquisition by the County of Real Estate for a Public Purpose <br />Where Discussion in an Open Meeting Would Adversely Affect the <br />Bargaining Position and Negotiating Strategy of the County, 2) <br />Section 2.2-3711(A)(5), Code of Virginia, 1950, as Amended, to <br />Discuss or Consider Prospective Businesses or Industries of <br />the Expansion of Existing Businesses or Industries Where No <br />Previous Announcement Has Been Made of the Businesses' or <br />Industries' Interest in Locating or Expanding Their Facilities <br />in the County, and 3) Section 2.2-3711(A)(8), Code of Virginia, <br />1950, as Amended, for Consultation with Legal Advice Relating <br />to the Use of School Facilities Owned by the County; added Item <br />• 13.B.24. Request to Quitclaim Portions of a Twenty -Four Foot <br />SWM/BMP Access Easement across the Properties of NVR, Inc., <br />Cambria Cove Homeowner's Association, Inc. and Harvey and Susan <br />Clark; and added Item 13.B.25. Set Public Hearing to Consider <br />an Ordinance Establishing Two Satellite Absentee Voting <br />Locations for the Upcoming General Election, and approved the <br />agenda, as amended. <br />20-491 <br />7/22/2020 <br />
