07-29-1940 Minutes I I VIRGINIa: At a special meeting of the Boardl of Supervisors of Chesterfield I ~ounty, held at the Courthouse on July 29, 1940, at 3:00 p.m. I and in the 165th year of the Conmonwealth i PRESE~TT: H.L.Chalkley, Chairnmn 'Ii .Ai Horner H.T.Goyne J. G.bening P.H.Covinfton T.D.\.atkins Jfourth ~ to said sewer '" This day again the matter of permit to the City of Richmond for the oonstruction of a sewer line in Jackson hvenue in this County, came before the Board. Upon consideration whereof, and on motion of Ii.A.Horner, it is resolved that the City of Richmond be, and it hereby is, given permission to construct its sewer line in and under Jackson Avenue, from 21st Street to 17th ~treet, the said permit being conditioned upon the following, to-wit: "First ~ The City to construct :this sewer line at no expense to the County of Chesterfield and that it will replace the street in the same condition as it is found to be at beginning of construction. ~econd ~ That your Department will recommend to your Council permission for residents of Chesterfield County located along the south side of Jackson rtvenue to be served by this sewer line when the respective residents may make application. Third - That in the event users along the south line of Jackson ~venUe are granted permission to connect to said sewer line that the City will see to proper installation of said connections and make its charges for such permit and connections. 'l'hat the City will grant to the County of Chesterfield 'La tie-in I line for any reasonable drainage area which may be inclined towards I this sewer line and which would ~ reason of that make it impracticali or excessively expensive to proviae sewer connections therein to the I proposed sewer line in Bellmeade Sanitary District; said tie~in II to be made at the expense of the County of Chesterfield so far as construction is concerned; and, for the use of the Oity sewer line II no charge shall be made to the County. However, a charge to individUal users of such sewer Une may be made by the City, the I avails of which to be divided between the City and County as may I hereafter be agreed upon, >> otherwise the said permit to be voidt I I And be it further resolved that that certain letter fram Van.S.Coburn,i Executive Secretary, of this Board, dated July 19, 1940, directed to Mr. G.~. I Bowers, ..uiret!tor ?ublic Horks, Richmond, Virginia, and that certain letter I from G.M.Bowers, JJirector of Public Horks, in response thereto dated July 20, 1940, be, and they are made part of this resolution, as if they were set-out in full herein. On motion of ~i .A.Horner the Comm.onwealth' s Attorney is instructed i to draft a zoning ordinance for the County of Ohesterfield and submit same to this! Board for approval and adoption at the next regular meeting. ' This day again the matter of acquiring a site for the disposal plant in the Bellmeade and V~nchester Sanitary Districts came before the Board and the submissions of James H.Scott and Mary Wingfield Scott were read and discussed. Upon consideration whereof, and on motion of II.A.Horner, it is , resolved that site "B" as indicated on sketch as submitted by lw1r.James H.Scott, ber and the same is hereby approved as the site for the location of the treatment I plant for stdd districts. and be it further resolved that this Board doth , offer to James H.?3cott and Mary Wingfield Scott the sum of $1500.00 for the plant', site known as site "B" inclusive all damages, a right~of-way into said plant ! site to be provided by the land owners, running across the property of the owners I and an easement granted Vy them to the Virginia Electric and Power Company and continuing on into 5th Avenue in Melrose SUbidivion or (if this is not obtainable I then a right-of-way into said plant to run eastwardly and westwardly between said plant and a proposed street or roadway through the property of owners, projected northwardly and southwardly and parallel or approximately so to the I Petersburg Turnpike, connecting Melrose Subdivision w~~h Southampton SUbdivision) 'I' and a right~of-way for the proposed roadv~y just above parenthetically described of the width in keeping with the widths of streets in the Melrose Bubdivision. i And be it further resolved that the Committee heretotore appointed to i deal with this matter be continued in foroe and that it present Mr. Scott with I a certified copy of this resolution. i I This day the matter of I:J8.king application to the \lorks Projects I Administration for a grant of project for a water supply system for the County ! of Chesterfield came before the Board and upon consideration whereof and on I motion, it is resolved that thtis Board do make application to the vlorks Projects Administration for a grant ot project tor the construction of a water system I in Chestertield County. Kngi:er~~:~ heB ~ I ,.'~ .,..; """"'" heretofore rendered service in the preparation of data. for thi s Board on this subject matter, be, and he is hereby requested to prepare the necessary application on behalf of this Boerd and for submission to the Vlorks Projects ,Admi,nistration. . And be it further resolved that this Board doth agree to pay to R.Stuart Royer, for his services in preparation of the application aforesaid and all necessary plats, maps, data, both technical and clerical, and such other services as may be required by the Horks Projects Administration for its action upon said application, in acoordance with his letter ot I,ray 5, 1940. In this matter 1~.H.T.Goyne voted "No", and requested that his vote be so recorded. On motion, it is resolved that expenses of the ~iater Committee to Washington to interview Reconstruction Finance Corpoeation's officers be, and the same is hereby ordered paid in the amount of $17.11 to Wm.S.Coburn, a member ot this Committee. On motion of H.T.Goyne, it is resolved that the sum of $1500.00 be, and the same is hereby appropriated for the uses of the Zoning Commission for purposes of compilation, ot data, maps, etc. And be it further resolved that the budget for 1940~'41 be, and the same is hereby appropriately amenaed to meet the above appropriation. This day the County Treasurer submitted to this Board three (3) bids for printing of tax tickets. On motion of J.G.Hening, it is resolved that the County Treasurer be, and is hereby directed to award the contract to the low bidder, which wall the bid, of the Virginia Stationery Company.
